Chicago SubX.News® Street Report | Feb 18, 2026
The afternoon started with something small but strange. After the overnight rain, windshields across the South Side were coated in grime, raising questions about what had fallen out of the sky.
Dust and debris carried in on high winds from the Plains became the focus around 3:40 p.m., leaving residue across the city and setting the tone for a day where almost everything felt dirty — streets, alleys, and the way the city runs.
Going north on Michigan Avenue, the drive settled into its rhythm shortly after 4 p.m., traffic reports, economic updates, political coverage, and scanner chatter running in the background.
Expressways across the region were congested with crashes while warm February temperatures pushed into the 60s, creating the feel of an early spring day that contrasted with the tone of the news.
Behind the Jewel near State and Wabash, an alley filled with trash and signs of rats highlighted sanitation issues in the middle of the Loop.
Nearby on Michigan Avenue, a man sat slumped at a bus stop while officers in the area did not intervene, reinforcing criticism about reactive rather than preventive policing.
Corridors that once carried the daily rush now feel hollow. Around Van Buren and Wells, roughly three‑quarters of storefronts appeared vacant even at peak hours, reinforcing the sense that parts of the Loop are operating at a fraction of their former life.
The emptiness stood in sharp contrast to the constant radio traffic describing incidents unfolding elsewhere across the city.
News of Reverend Jesse Jackson’s death shaped much of the political conversation. Tributes from family members and city officials mixed with reflections on his legacy and influence across Chicago and beyond.
As tributes and official statements rolled in, the rest of the city told a different story.
Conditions around the city’s shelter near 23rd and Halsted showed tents where people openly used and sold drugs.
Along Ashland near Canal Origins Park, trash and neglect surrounded a location connected to a recent drowning investigation earlier in the week, underscoring ongoing concerns about maintenance of public spaces.
Police radio traffic throughout the afternoon and evening documented a steady stream of incidents.
Large student fight near Joplin Elementary. Stolen Alfa Romeo abandoned on Drexel. Domestic violence calls throughout the evening.
Shoplifting crews at Walgreens locations, armed suspects on CTA platforms and buses, shots fired on the South Side, a suicidal individual on the Red Line, and an assault on a train operator at Belmont.
Not far away, high school‑age cadets were seen running drills outside the Chicago Police & Fire Academy, moving in formation as instructors called cadence.
Scene highlighted a stark contrast unfolding in real time — young people training toward structured careers while scanner traffic documented other teens fighting and drifting into the criminal justice system.
Moment captured what felt like two Chicagos, two paths — one defined by discipline, opportunity, and forward motion, the other shaped by disorder, neglect, and a system reacting only after the damage is done.
Extreme Danger on South Side Street
Officers converged on the 8800 block of South Morgan at 8:52 p.m. after calls of suspects attempting to steal vehicles on city side streets and hiding near homes and alleys.
Dispatch traffic indicated individuals running between addresses on Morgan, Carpenter, and Aberdeen, with multiple detentions reported as police searched yards, gangways, and areas behind buildings.
The original description referenced several suspects in hoodies, and officers approached with caution amid concerns that individuals were armed. The group abandoned a stolen vehicle and began searching for additional cars to steal in the area. Four suspects were ultimately apprehended.
Elsewhere across the city, from the South Side to the West Side and along the lakefront, serious incidents underscored how widespread the day’s activity had become.
One man was found shot in the back after crashing into a pole in an alley on West Cermak and was taken to Mount Sinai in critical condition, while a separate alley shooting on South Maplewood left a nineteen-year-old wounded.
Earlier in the day, a one‑year‑old child was discovered unresponsive inside a West 76th Street residence in a death investigation, even as an eight‑month‑old was rescued from the water along North Lake Shore Drive.
Taken together, the cases showed major calls unfolding across multiple neighborhoods, reinforcing how the day’s emergencies stretched across the South Side, West Side, the lakefront, and key downtown corridors.
Temperatures settled around fifty‑three degrees at sunset at 5:28 p.m., while calls for service continued into the night.
The drive concluded shortly after 6:30 p.m., closing on skyline views that contrasted sharply with the day’s record of neglect, crime reports, and public safety failures.
It ended the way it began: in a city where image outweighs safety, while a drunk man at a shelter was left to fend for himself, empty bottle and all.
