CHICAGO – Venezuelan illegal immigrant shot and killed by an off-duty FBI agent in Chicago Monday night had previously been caught and released at the southern border during the Biden administration, multiple federal law enforcement sources told Fox News.
Sources identified the man as 27-year-old Oscar D. Isaya-Corrales. He was firing a gun toward people in a homeless drug encampment when the off-duty agent encountered him, according to the sources.
According to the FBI, the 41-year-old agent was commuting home alone in a bureau-issued vehicle when he witnessed Isaya-Corrales fire at least two shots toward a group of people.
Federal officials said the agent intervened to stop an ongoing threat. Reports indicate the agent exited his vehicle and fatally shot Isaya-Corrales.
Sources told Fox News that Isaya-Corrales was apprehended at the southern border in October 2023 and released into the United States during the Biden administration.
They also reported a previous California arrest, followed by his release from custody despite an Immigration and Customs Enforcement detainer.
Details of that arrest, including the charges and which California jurisdiction released him, were not immediately available.
Authorities emphasized that the deadly encounter in Chicago was unrelated to immigration enforcement.
Chicago Arrest and Outstanding Warrant
Chicago police arrested Isaya-Corrales on May 25, 2026, after he allegedly attempted to steal five necklaces valued at approximately $320 from Nordstrom at 55 E. Grand Avenue.
A police report obtained by the Chicago Sun-Times said store security detained him in connection with the alleged retail theft.
Officers also reported finding a Guatemalan passport belonging to another person. Police could not immediately determine whether it had been stolen.
Court records show a Cook County judge issued a warrant for Isaya-Corrales’ arrest June 1 after he failed to appear in court.
Records also show a previous charge involving damage to a woman’s windshield. That case was later dropped.
Homeless Shelter and Reported Drug Addiction
Police records listed Pacific Garden Mission, 527 W. 14th Place, as Isaya-Corrales’ address.
Shelter manager Chris Ridgeway said Isaya-Corrales stayed there from January through March 2026 and returned for several weeks in May.
Cristian Andrade, who assists with translation at the shelter, said Isaya-Corrales had emigrated from Venezuela, had no family in Chicago, and struggled with drug addiction.
Andrade recalled that Isaya-Corrales often gathered near a Home Depot with others seeking day labor.
Shelter employees described Isaya-Corrales as friendly and remembered his distinctive bleached hair.
Authorities have not established whether drugs or alcohol played any role in the October 26 confrontation.
FBI Shooting and Witness Accounts
Chicago police officers responding to an officer-in-distress call found the agent pointing his firearm toward the wounded man, according to a police report cited by the Sun-Times.
A handgun was reportedly recovered beneath a bicycle near the scene.
Isaya-Corrales suffered gunshot wounds to both legs, his chest, and his right flank. Paramedics transported him to Stroger Hospital, where he was pronounced dead less than an hour after the shooting.
Cook County Medical Examiner findings reported by local news organizations identified multiple gunshot wounds as the cause of death and classified the manner as homicide. No other injuries were reported.
Residents described hearing multiple gunshots. Ald. Byron Sigcho-Lopez (25th) told news outlets that neighbors reported approximately nine to ten shots.
Video obtained by CBS Chicago showed the agent with his firearm drawn toward Isaya-Corrales as he lay near an electric bicycle. Responding officers later arrived and provided assistance.
Investigators have not publicly established how many shots the agent fired or the complete sequence of gunfire.
Monday night’s shooting occurred near the Dan Ryan Expressway, in a known drug hotspot where homeless encampments expanded during Chicago’s 2024 Democratic National Convention.
$814,233 DNC Fence and Homeless Encampments
Ahead of the August 2024 Democratic National Convention, Chicago spent $814,233.75 in emergency funds to construct a 10-foot-tall, 1,375-foot-long ornamental iron fence around a former homeless encampment along Desplaines Street.
Industrial Fence Inc. installed the barrier to prevent tents from returning to the cleared area. A September 2024 report disclosed the cost after the convention.
Despite efforts to clear and secure encampment sites, homelessness and reported drug activity continued in the surrounding area.
SubX.News® field reporting has documented the area around and under the expressway as a drug hotspot. A June 10, 2026, photograph captured tents and drug activity along Canalport Avenue, more than four months before Monday’s shooting.
Cook County Medical Examiner records also document the death of a 37-year-old woman from cocaine toxicity at 2021 S. Canalport Avenue on June 13, 2026, classified as an accidental death under ME2026-03082.
Longtime Pilsen resident Joe Ramirez, 77, described drug dealing and theft in the neighborhood to the Chicago Sun-Times.
Following Monday night’s shooting, ABC7 Chicago reported that city crews removed tents from an apparent encampment near the scene early Tuesday.
Ramirez said ongoing drug dealing, theft, and the recent shooting have left him considering selling the home where he has lived for 46 years.
Independent Investigation Requested
Ald. Byron Sigcho-Lopez called for the Illinois attorney general and Cook County state’s attorney to conduct an independent investigation into the agent’s use of deadly force.
He also requested preservation of police body-camera footage, witness statements, and other evidence.
Questions raised by the alderman include what happened after the initial gunfire and whether the agent continued pointing his firearm toward Isaya-Corrales after he had been wounded.
FBI officials confirmed that the bureau’s Inspection Division is reviewing the shooting. No criminal charges against the agent have been announced.
The investigation remains ongoing.

Drug camp on canalport few feet away from the flooding clearly you see the city is incapable of handling whatever it’s paid to do by the taxpayer so maybe we should dissolve the city itself and remove not only the mayor but every politician that’s associated with operations and start from scratch 640pm June 10 2026 … 6:45 PM · Jun 10, 2026
