With the deftness, if not the agility, of a Rahm Emanuel pirouette, CPS “Chief Human Capital Officer” Alicia Winckler (above during the November 16, 2011 meeting of the Board of Education) morphed herself and her department into the “Office of Talent Development.” At $205,000 per year, Winckler was being paid more in December 2011 than Arne Duncan, who served as “Chief Executive Officer” of CPS for eight years, was being paid three years earlier, in December 2008, when Barack Obama announced that Duncan was being tagged to become U.S. Secretary of Education. CPS “Chief Officer, Communications” (at $165,000 per year) is Becky Carroll, whose qualifications included an only passable knowledge of Ptydepe (explaining her lower salary than the masters). Chicago’s $162,500-per-year “Chief Portfolio Officer” Oliver Sicat, is paid more than Chicago’s highest paid public school principal. He apparently earns his pay by inventing Orwellian neologisms like “underperforming seats” to accompany his monthly semi-literate Power Point presentations that wow the comatose seven-members of the Chicago Board of Education. At the low end of the high end of the Ptydepe scholars at CPS is Jadine Chou (above, during the November 16 Chicago Board of Education meeting) who became the $150,000-per-year “Chief Officer for School Security and Safety” despite the fact that her main qualification seems to be a fluency in Ptydepe. Prior to racing to the top of the CPS security team, Chou had handled “Portfolio” for the Chicago Housing Authority, to which she brought the talents she had developed while getting an MBA at the University of Chicago. Unknown to most people in Chicago, Jean-Claude Brizard did not pass the qualification test to become the $250,000 per year “Chief Executive Officer” of the nation’s third largest school system by getting an overwhelming vote of “no confidence” from teachers in Rochester New York — and three federal lawsuits before he was run out of town— during his last job. His most important qualification, according to insiders familiar with Rahm Emanuel’s selectivities, was that he had mastered Ptydepe and had translated a classic European song into Ptydepe as “Rahmsland, Rahmsland Uber Alles” when he was administered the Ptydepe test by mayoral considliere Beth Swanson at the offices of the Pritzker – Traubert Family Fund.
