City of Impotency: One Man Takes Over a Federal Building and Shuts Down Chicago While Mayor Signs Executive Order to Talk to Criminals About Rules They Are Breaking

Chicago’s impotence was on full display today as a single man took over a federal building with a knife, holding downtown hostage for nearly nine hours, while Mayor Brandon Johnson signed an executive order to deploy teams of social workers and so-called violence interrupters to train platforms — not to enforce laws already on the books, but to politely talk to criminals about rules they are already breaking.
At the Dirksen Federal Courthouse, the man held a knife to his throat and smoked cigarettes in the lobby as dozens of federal agents, SWAT teams, FBI, Chicago police, and Homeland Security stood outside. BearCat trucks blocked Dearborn and Adams. Reporters and bystanders gathered behind barricades while the man wandered, leaned against the glass, and at times waved. Witnesses saw security bringing him cigarettes during the standoff, as he continued pacing and effectively controlled the building. Entry at that building typically requires removing belts and emptying pockets, yet this man walked in armed and dictated the terms of downtown Chicago for most of the day.
While the standoff dragged on, the mayor signed his “Safe And Smoke-Free Public Transit” order, which calls for teams of social workers, mental health workers, and community violence interrupters to station themselves at train platforms to “engage smokers” and offer them “on-site counseling, smoking cessation resources, and long-term treatment.” Smoking has been prohibited on CTA trains for over a decade under existing state and city law, but the mayor’s order focused on hiring more workers to speak with offenders rather than enforcing the law.
While one man controlled downtown, the rest of the city carried on in chaos.
Transit disruptions mounted as a man walked the Morse Red Line tracks, cutting power, while a CTA bus was vandalized at 95th Street. County sheriffs, inexplicably, stopped cars in the Loop.
Violence flared across multiple neighborhoods. A woman was stabbed in the chest and abdomen on Monroe, leaving blood smeared across the porch and windows. A man was shot in the calf on Diversey during an argument, and another was shot on Bishop. At Waveland, a suspicious truck drew a full bomb squad response. At Ada Park, twenty men brawled outside the pool while police stood by.
Downtown, children worked the corners selling candy, unsupervised, as officers remained in their cruisers. At Washington and Wabash, a boy stood alone on the sidewalk with no adult nearby — a clear case of child exploitation witnessed in full view of the authorities.
Elsewhere, the once-iconic Rock and Roll McDonald’s in an area where the Rainforest Cafe and Hard Rock Café are Boarded up was littered with trash and mattresses, now a place for people to sleep on the sidewalk where tourists once lined up for burgers.
Despite city claims of a 33 percent drop in homicides and 39 percent fewer shootings compared to 2024’s first half, July 22 exposed glaring enforcement failures playing out in real time.
The city has become a stage where criminals dictate the terms, the mayor performs symbolic gestures, and law enforcement idles. One man with a knife took over a federal building and shut down downtown. Buses and trains stalled. Streets were blocked. Children and addicts occupied corners while city employees did nothing.
The mayor’s solution was to hire more talkers to advise criminals about rules they are already breaking.
The government allowed it all to happen.

Diversey Ave, on July 22, 2025, at approx. 12:53 p.m. – 25th District A 51-year-old male victim was involved in a verbal altercation with a known offender, a 31-year-old male. The altercation turned physical when the offender produced a handgun and fired one gunshot in the victim’s direction. Armed man prompts Dirksen Federal Courthouse lockdown for several hours in downtown Chicago

A standoff went on for some nine hours Tuesday evening, after an armed man prompted a lockdown at the Dirksen Federal Courthouse.
The standoff finally ended when the man fell to the ground during some sort of struggle, and agents swarmed around him.
The U.S. Marshals said a man armed with a knife tried to get past security in the building, but was stopped before he could. As a result, the building was placed on lockdown shortly after 11 a.m., the FBI confirmed.
No civilians were in the lobby at the time of the incident. The lobby was cleared and the building was put on lockdown.
“There was no sound, it was just a light, a flashing light, kind of like a fire alarm, but no sounds,” said witness Austin Giesey. “It was a speaker on the intercom saying there was a situation in the lobby; do not leave the room you’re in.”
A standoff with the man ensued, and went on all through the afternoon and well into the evening. CBS News Chicago was able to see the man through the windows of the building pacing and waving his arms, and at times holding the knife off to his neck.
A large FBI, SWAT and Chicago police presence responded to the scene, as well as agents from the Department of Homeland Security and unmarked police vehicles.
A man who had reported to Dirksen for jury duty on the 23rd floor of the Dirksen Federal Building spoke with CBS News Chicago shortly before 3:30 p.m. and said he and about 40 other prospective jurors were allowed to leave, after wondering for hours what was happening in the lobby below.
FBI agents in tactical gear were also focused for a time on a car near the federal building. Agents broke a window to get into the car and then started searching it. It’s unclear if or how the car is connected to the situation inside the Dirksen.
During the standoff, law enforcement officers blocked off streets around the courthouse, including Dearborn Street between Jackson Bouelvard and Adams Street. Along with vehicle traffic, they also restricted pedestrians from walking near the building.
Finally just before 8 p.m., CBS News Chicago witnessed the man being tackled by law enforcement and removed from the courthouse lobby on a stretcher. He had suffered a neck wound.
The U.S. Marshal’s office confirmed that the situation had ended with the suspect being transported to a hospital, and there were no other injuries to report. No further information was to be issued Tuesday night.
Mayor Brandon Johnson Signs “Safe And Smoke-Free Public Transit” Executive Order July 22, 2025 The order directs City Departments to work with Sister Agencies to take immediate action to increase public safety and eliminate smoking on CTA trains. The Order directs CDPH and DFSS to partner with the CTA and explore possible areas of collaboration, including deployment of CDPH’s Crisis Assistance Response and Engagement (CARE) teams and DFSS’s Homeless Outreach and Prevention (HOP) teams to aid in the effort to curtail smoking on the trains. In Illinois, the Smoke-Free Illinois Act prohibits smoking in public places and places of employment, including within 15 feet of entrances, exits, windows that open, and ventilation intakes. This law also covers public conveyances like taxis and buses.
