Ald. Julia Ramirez Brings Staffer and Protesters onto I-55 Damen Exit Ramp to ICE Crash Scene as Activists Delay Removal of Federal Vehicle Aug 24 2026
Chicago alderwoman brought a taxpayer-funded staff member to an immigration-enforcement scene Monday, joined rapid-response activists confronting federal agents and later claimed that the group had “pushed” ICE out of the 12th Ward.
The confrontation began after a black SUV carrying ICE agents collided with a blue pickup truck on the northbound I-55 exit ramp to Damen Avenue shortly before 11:30 a.m.
Federal agents detained the pickup driver, while Illinois State Police responded to investigate the two-vehicle crash.
State officials later moved the damaged federal SUV from the expressway to West 33rd Street and South Wolcott Avenue.
Rapid-response activists gathered around the agents and the disabled vehicle, blowing whistles, shouting at officers and confronting tow-truck operators.
Videos posted on Citizen and Facebook, including footage from 12th Ward Ald. Julia Ramirez, show something different from the political victory she later declared.
The first tow truck left without removing the federal SUV after being confronted by the crowd. Some protesters reportedly considered blocking a second tow truck, but it eventually reached the vehicle and successfully removed it.
Federal agents left after the SUV was towed.
The contradiction is unavoidable: Activists claimed they were driving ICE out while obstructing the operation necessary for the agents to leave.
Questions Remain About Crash and Arrest
Illinois State Police confirmed that ICE agents occupied one of the vehicles involved in the collision. No injuries were reported, but authorities had not publicly assigned fault or identified which driver caused the crash.
Ald. Julia Ramirez accused the agents of using their black SUV to ram or pin the blue pickup truck during an immigration-enforcement operation.
Kevin Amaro of the Southwest Side Rapid Response Team told ABC7 Chicago that he was traveling on I-55 shortly before the collision.
“I saw five to six cars speeding really fast,” Amaro said.
Amaro said the detained pickup driver asked him to contact his family before federal agents took him away.
An agent reportedly told community members that the man had a DUI warrant. Ramirez and the activists said they had not verified that explanation.
Federal authorities had not publicly identified the man, disclosed his immigration status or explained the legal basis for his arrest.
Alderwoman Brings City Staffer to Scene
Ramirez arrived while federal agents, state authorities, tow vehicles, activists and neighborhood residents remained near the crash scene.
She acknowledged bringing a taxpayer-funded ward employee with her.
“I decided to bring a staffer along so we could be on the scene to potentially de-escalate,” Ramirez told ABC7 Chicago.
Responding to a major incident affecting residents can fall within an alderperson’s representative responsibilities. Ramirez is an elected legislator and ward representative, not an ordinary civil-service employee.
Bringing a publicly funded employee to an activist confrontation nevertheless raises legitimate questions about how city personnel and government resources were used.
How long did Ramirez and her employee remain at the scene? Was the employee being paid during that period?
Were city phones, email accounts, vehicles or other government resources used to mobilize rapid responders?
What instructions did the alderwoman give activists?
Did her office encourage anyone to interfere with the tow trucks, federal vehicles or state-police crash response?
Ramirez’s public statement does not answer those questions.
Activists Delay Removal of Federal Vehicle
After state officials moved the damaged federal SUV to West 33rd Street and South Wolcott Avenue, a tow truck arrived to remove it.
Video shows neighbors and rapid responders surrounding the scene, jeering federal agents and confronting the tow operator.
The first truck left without removing the SUV as the crowd celebrated and chanted, “Who keeps us safe? We keep us safe.”
Block Club Chicago characterized the driver’s departure as a refusal to assist ICE. Its report, however, does not quote the driver or establish that he personally opposed the federal agency. The available reporting establishes only that the truck left after the driver encountered boos and jeers from the crowd.
A second tow truck was called.
Some rapid responders reportedly wanted to block it from reaching the SUV. A confrontation followed, but the truck eventually moved through the crowd and successfully removed the damaged vehicle.
The immigration agents then departed.
Protesters temporarily thwarted the first towing attempt, but they did not prevent the vehicle’s removal. Their actions delayed the tow and potentially prolonged the federal presence they claimed to oppose.
“Pushed ICE Out” Claim Not Established
Ramirez later issued an official statement declaring:
“Together, we confronted ICE agents and pushed them out of the 12th Ward.”
The available video shows something different.
Ramirez did not possess the authority to order federal officers out of a Chicago ward, and the footage does not show her expelling them. The agents remained at the scene while protesters confronted them and surrounded their damaged vehicle.
Federal agents left only after the second tow truck successfully removed the disabled SUV.
Leaving after a damaged government vehicle was recovered is not the same as being driven out of a ward by an alderwoman and a group of activists.
Ramirez participated in the confrontation and later used her public office to claim political credit for the agents’ departure.
Six Detentions Not Independently Confirmed
Ramirez also declared that six people had been detained that day and “taken from our community.”
Independent reporting has not confirmed six arrests.
Available accounts support one detention connected to the blue pickup truck, at least one reported detention near the Home Depot at 4555 S. Western Boulevard and Ramirez’s secondhand claim that at least two additional people were detained in West Lawn.
Those accounts amount to at least four reported detentions across multiple locations.
Ramirez did not publish the names, arrest locations, agency records or other documentation needed to substantiate her total of six.
Her official statement presented the number as an established fact without disclosing its basis.
Home Depot Accused Without Evidence
Ramirez also accused Home Depot of participating in federal immigration enforcement.
“Home Depot continues to be complicit in the terror that ICE brings to our communities,” her statement said.
Rapid responders said they believed federal agents followed the pickup driver from the Home Depot near 47th Street and Western Avenue. The store and surrounding area have reportedly been the site of other immigration arrests.
Repeated federal activity near a business does not establish corporate complicity.
Ramirez presented no communications, contracts, surveillance records, employee testimony, corporate admission or other evidence showing that Home Depot invited agents onto its property, identified workers, coordinated arrests or otherwise assisted the operation.
“Complicit” is a serious accusation. An elected official using an official government platform should provide evidence before publicly accusing a private company of helping federal agents terrorize a community.
Political Language Replaces Verified Information
Ramirez said ICE deliberately introduced “fear and chaos” on the first day of school. She accused the agency of reckless driving, terrorizing families and endangering the entire community.
People are entitled to criticize immigration enforcement. Residents may record federal agents, protest their actions and demand information about arrests made in their neighborhoods.
Government officials have a higher responsibility.
An alderwoman speaking through an official taxpayer-supported platform should distinguish police-confirmed facts from witness allegations, activist reports, political opinions and details that remain unknown.
Ramirez did not maintain those distinctions.
A confirmed two-vehicle collision became an official declaration that ICE caused the crash. A witness account became proof of reckless tactics.
Several reported detentions became a definitive total of six. Federal agents leaving after a tow became an alderwoman “pushing” them out.
Immigration-enforcement activity near Home Depot became corporate complicity.
The rhetoric moved faster than the evidence.
Political Organizing Behind the Rapid Response
The rapid-response groups involved, including the Party for Socialism and Liberation, hold political ideologies that completely reject the legitimacy of federal immigration laws and enforcement agencies such as ICE.
Ideologically and legally, this viewpoint represents a total rejection of federal immigration authority in favor of local community sovereignty.
These rapid-response networks are not neutral emergency services. They are political organizations formed to monitor, confront and obstruct federal immigration operations.
Ramirez did not merely observe their activity from a distance. She appeared at the scene with a taxpayer-funded ward employee, stood alongside the activists and later adopted their political language in an official statement issued under the authority of her public office.
Public Servant or Government-Funded Organizer?
Ramirez has every right to oppose federal immigration policy. Her constituents also have the right to know whether her ward office is providing government representation or operating as an activist organization supported by public money.
Chicagoans should be told how many city employees participated, how much working time was spent at the scene, which public resources were used and whether ward personnel coordinated with groups attempting to obstruct the removal of a federal vehicle.
Government accountability cannot depend on whether an official’s political cause is popular.
An elected representative should gather facts, protect public safety, deliver services and provide residents with accurate information. An organizer mobilizes crowds, confronts opponents and declares political victories.
Ramirez attempted to occupy both roles Monday.
Her office announced that activists had pushed ICE out of the ward. The evidence shows that protesters delayed one tow truck, considered blocking another and watched the agents leave only after the damaged vehicle was finally removed.
Chicagoans did not receive a complete account from their alderwoman.
They received an activist’s version of events issued under the authority of public office.
The question is no longer simply whether residents support or oppose ICE.
The question is whether Chicago is electing public servants or using taxpayer money to employ political organizers.
Reminder from 38th and California
Ramirez’s appearance alongside rapid-response activists is not the first time questions about public representation and political organizing have emerged in the 12th Ward.

McKinley Park Development Council board member John Kugler disclosed internal communications showing that council officers had recommended possible migrant-housing locations to government officials without public consultation.
“There’s no list. There’s no discussion. There’s no transparency. There’s no participation,” Kugler said.
Mayor Brandon Johnson’s administration later signed a $91,400-a-month lease for the former industrial property at 38th Street and California Avenue. The proposed winterized camp could have housed as many as 2,000 migrants, yet the lease was signed before the environmental assessment was completed.
Ramirez said City Hall had bypassed her but also said the ward should welcome the new arrivals.
When she visited the site on October 19, a crowd surrounded Ramirez and her aide.
Police removed Ramirez, and her aide was hospitalized. Public accountability never justifies violence against an official or staff member.
Neighborhood resistance continued. Residents blocked construction trucks and filed a lawsuit alleging zoning violations and potential harm.
Environmental testing later identified mercury, lead, arsenic and other toxic substances.
Illinois regulators determined that the sampling and cleanup failed to satisfy residential standards. Gov. J.B. Pritzker ended the project on December 5, 2023.
Chicago spent more than $985,000 on a camp that never opened.
Independent reporting exposed the decisions. Residents forced public scrutiny. Environmental evidence stopped the project.
Three years later, Ramirez is again standing beside anti-police and anti-government activists, using her public office to declare that a community confrontation produced a political victory.
Another Lie.
